The SMM began monitoring the implementation of the "Package of measures for the Implementation of the Minsk agreements". The SMM monitored the ceasefire which commenced at 00:00hrs on 15 February. It observed that the ceasefire has been adhered to despite some incidents in Sievierodonetsk (90km north-west of Luhansk, government-controlled), Luhansk, Debaltseve (80km north of Donetsk) and in Donetsk city.
(…) According to the JCCC HQ log, the number of ceasefire violations for the 08:00–00:00hrs period on 14 February was 101. Almost all violations involved Multiple Launch Rocket Systems (MLRS), artillery and mortars and were concentrated around Debaltseve and Donetsk airport. From 00:00–08:00hrs on 15 February there were 15 violations, all in Debaltseve or in Chornukhyne (Luhansk region, 8km east of Debaltseve, area of heavy fighting). The Russian Federation Armed Forces Major General, Representative of the Armed Forces of the Russian Federation to the JCCC, considered the ceasefire to be holding, given the significant decrease in military incidents. The Ukrainian Armed Forces Major General, Head of the Ukrainian side to the JCCC said the effectiveness of the ceasefire would only be apparent when they could travel to Debaltseve. (…)

(…) The SMM on two occasions observed Ukrainian Armed Forces military vehicles moving away from the line of contact. While traveling to Kramatorsk at 44km north-west of Donetsk the SMM observed a Ukrainian Armed Forces military convoy—comprised of seven armoured personnel carriers (BMP) and five Ural trucks including one with an anti-aircraft gun (ZU23)—driving west. Near a gas station at the Artemivsk/Soledar junction the SMM saw three Ukrainian Armed Forces T64 tanks moving on the M03 road from the direction of Debaltseve towards Sloviansk (95 km north-west of Donetsk, government-controlled). The SMM continued monitoring the implementation of the "Package of measures for the Implementation of the Minsk agreements". The SMM, based on its monitoring—which was restricted due to security considerations—noted that there had been heavy fighting in and around the Debaltseve–Horlivka area. However in many other places, the ceasefire largely held. (…)
The JCCC provided SMM with incident logs that indicated 52 ceasefire violations (over half were at Debaltseve; Donetsk airport and east of Mariupol were also mentioned) for the 24hr period from 08:00 on 16 February to 08:00 on 17 February—almost half the number of incidents on the preceding 24 hour period, when 102 were noted. (…) The representative of the General Staff of the Ukrainian Armed Forces said the Ukrainian Armed Forces were willing to cease fire. The "DPR" and "LPR" were not willing to do so. The SMM noted that this refusal to cease fire was in clear contravention to their earlier agreement to do so and amounted to a restriction of the Mission’s freedom of movement. (…)

(…) The incident log included 70 ceasefire violations from 18 February 08:00hrs to 19 February 08:00hrs. Most violations included the use of Multiple Launch Rocket Systems (MLRS), heavy artillery and mortars. Donetsk airport, with 45 recorded incidents, was the hardest hit according to the records in the log. The "DPR" and "LPR" members said to the SMM that they have started to withdraw military hardware from the line of contact. (…)

(…) At the temporary Joint Centre for Control and Coordination (JCCC) headquarters re-located to government-controlled Soledar (77km north of Donetsk), those present, including officers of the Ukrainian Armed Forces, the Russian Federation Armed Forces and members of the "DPR" and "Lugansk People’s Republic" ("LPR") gave the SMM the latest map of the region with a definite line of contact agreed upon by all. The Russian Federation Major-General, Representative of the Armed Forces of the Russian Federation to the JCCC, said that some heavy weapons had been withdrawn by the "LPR" in Luhansk Region. The Ukrainian Armed Forces Major-General, Head of the Ukrainian side to the JCCC said he had no evidence that any heavy weapons had been withdrawn. Until the signatories of the Minsk Package provide baseline information repeatedly requested by the SMM Chief Monitor—including inventories, withdrawal routes and concentration points—the SMM remains able to monitor movement of weapons but not to verify that weapons are withdrawn.
The JCCC incident log seen by the SMM showed the total number of complaints of ceasefire violations for the 24 hours to 08:00hrs on 23 February had decreased in comparison with the previous 24 hours. For the third day in a row most complaints were logged in villages near Donetsk airport and in Shyrokyne (23km east of Mariupol, 125km south of Donetsk). (…)
