The European Parliament is the only organ of the EU which is directly elected every five years by eligible EU voters. The next Elections to the European Parliament will be held from 23–26 May 2019.

The European Parliament is essentially separated according to which feature?

The Members of the European Parliament are elected every five years based on national party lists. Ideally, they represent the party system of their home country. Within the European Parliament (EP), the Members of the European Parliament work together according to their political orientation.

The EU currently (as of February 2018) consists of 28 member states. De jure, the United Kingdom remains a full member of the EU until the negotiations about the British withdrawal from the European Union are concluded. Until then, the United Kingdom maintains all rights and obligations of its membership. The Elections to the European Parliament in 2019 are expected to be the first ones after the British exit from the European Union. The EU will then consist of 27 member states.

There is a special feature regarding the smaller member states within the European Parliament. What is it?

  • Since small member states may only delegate a few Members of Parliament, the small member states appoint a representative who defends their interests in Parliament as well as in the Bureau of the Parliament

  • To defend their interests in Parliament, the small member states have to make sure that every single Member of Parliament attends every meeting of Parliament – this also applies to votes which are not recorded

    • Small member states have a minimum number of Members of Parliament they delegate. Hence, they are over represented in Parliament

Compared to larger member states, small member states are allowed to delegate more Members of Parliament with regard to their population size. This is supposed to ensure that the interests of small member states will be heard. Small member states have a minimum number of Members of Parliament they delegate.

The foreign affairs and security policy of the EU has been gradually developed over the years and allows the EU to act with one voice on the international stage. Since the Treaty of Lisbon, the European Council elects a President for a term of 2 ½ years (before this arrangement, the rotation of Presidency took place half-yearly). The Presidential candidate is not allowed to execute a national office. The president is not eligible to vote in the Council, but they chair meetings and they represent the EU abroad when meeting other Heads of Government.
